NEW DELHI: Parliament witnessed fresh disruptions on Monday as the opposition demanded a discussion on the alleged police action against students during the July 20 ‘Sansad Chalo’ protest over the NEET-UG 2026 paper leak issue. Congress president and Leader of opposition in the Rajya Sabha Mallikarjun Kharge accused Union home minister Amit Shah of being responsible for the alleged violence against protesters, while Rahul Gandhi alleged that students were being met with “brutality” instead of justice.Raising the issue in the Rajya Sabha, Kharge said he had submitted a notice under Rule 267 seeking an immediate discussion on the alleged police action.However, Vice President and Rajya Sabha Chairman C P Radhakrishnan said the matter could not be taken up under the existing rules and referred to previous rulings. “See, I have to go by the rules, or I have to break the rules—you tell me,” Radhakrishnan said.Kharge insisted the issue was of exceptional importance saying, “This is a rare subject.”Responding, the Chairman said such discussions could be permitted only on the “rarest of the rarest occasions” and with the consensus of the entire House.Amid the exchange, Kharge launched a sharp attack on the government over the alleged treatment of student protesters. “It has never happened in the history of India that the boys were beaten and they were dragged… Amit Shah ji is responsible!”The House witnessed loud protests following his remarks, forcing the Rajya Sabha to adjourn till 12 noon. The Lok Sabha was also adjourned till noon amid opposition sloganeering.Opposition protests in ParliamentBefore the proceedings began, opposition MPs staged a demonstration at Parliament’s Makar Dwar over the alleged police action against students.Congress leaders Rahul Gandhi and Priyanka Gandhi Vadra were joined by Samajwadi Party chief Akhilesh Yadav, TMC MP Mahua Moitra, JMM’s Mahua Maji and several other opposition MPs, who carried placards and raised slogans demanding an apology from Home Minister Amit Shah.Separately, DMK MPs held a protest demanding a ban on the National Eligibility-cum-Entrance Test (NEET).The opposition has submitted adjournment motions in the Lok Sabha and Suspension of Business notices in the Rajya Sabha, seeking an urgent discussion on the alleged police action during the July 20 protest.Leader of opposition in the Lok Sabha Rahul Gandhi also intensified his attack on the Centre, accusing the government of using excessive force against students.“The entire system is downright murderous against students. News is coming in that AK-47 bullets have been fired at protesting students in Bihar, and hundreds of students have been arrested with FIRs being filed against them,” Rahul said in a post on X.Questioning Prime Minister Narendra Modi over his earlier assurance on student protesters, Rahul said, “Mr. Modi, where did your promise go that no FIRs would be filed against students and they would be released? Instead, deadly attacks and brutality are being unleashed on them.”“In Delhi, pellet guns were fired at students, and in Bihar, AK-47s. Whether it’s Uttar Pradesh, West Bengal, Bihar, or Delhi—the pattern is the same everywhere. Mr. Modi, apologize to the country’s students. And take action against those who attacked and crushed the students—not against the students themselves,” he added.The protests come amid continuing political tensions over the alleged NEET-UG 2026 paper leak and the Centre’s proposed Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.The 37-day-long Cockroach Janta Party (CJP)-led agitation at Delhi’s Jantar Mantar was called off after the government assured protesters that action would be taken on their key demands. However, the opposition has continued to press the government in Parliament, demanding accountability for the alleged assault on students and seeking an apology from Prime Minister Narendra Modi and home minister Amit Shah.
