Changes in the law after the Nirbhaya case, which made registration of FIRs mandatory in offences against women, saw rape cases rise from 1,636 in 2013 to 2,166 in 2014 and peak at 2,199 in 2015. Cases fell to 1,699 in 2020 (due to Covid lockdown), the lowest level since 2013 at that point. The number crossed the 2,000-mark again in 2021 and reached 2,141 in 2023. A decline followed, with cases dropping from 2,141 in 2023 to 2,076 in 2024 and further to 1,901 in 2025.
